Nope, they're separate purchases unfortunately.
Never expect this company (Bungie, that is) to give you anything of value for free. Gotta fleece you of your hard earned somehow.

Totally. Bungie have gone above and beyond though.
Paying $150 (assuming deluxe edition) only for all of that content to be rendered valueless and become free to play. Removing content you already have access to unless you pay for their dlcs. Nerfing progress unless you pay for their dlcs. Charging those customers who have spent a fair bit of cash (for a game) the same as new players - absolutely no reward for playing from the start. Charging nearly $100 to get up to date with content, plus the season pass that they're pushing. Not to mention half of the content is recycled from D1.
I say this as someone who enjoys the game but is disappointed by their monetisation tactics. They should have used their split from Activision as a chance to restore faith with the community instead of trying to fleece them further.
@wintermadness: Those are not Bungie. When D2 was releaed it was sold by Blizard activision, Bungie is just the developer. They dont like Blizzard Activision milking their IP, so they left and go back to their original plan: making D2 a F2P game.
@d3n0tz: On the surface it seems that way, but when Bungie are publishing Shadowkeep at $55 for 3 hours of rehashed content, it really makes you wonder.
@wintermadness: Not sure what version you bought but I am getting a lot more than three hours, not to mention the seasonal events and constant weekly updates and additions. People whine a lot but don’t realise how much game and and playtime they get for their money.

Does anyone know, if I buy this on steam with my account which has cross save, will I be able to access the DLC on my PS4 and Xbox? Or just my steam account?
Just for your steam account. You will have to rebuy it if you wish to play the expansion on your console
This really kills it for me. Why do this? Other games can do cross-buy… It'd be much more appealing to buy it once, play it anywhere, given they took the time to do cross-save.

A friend of mine in China just told me that the DLC is also on sale there for 48 Chinese Yuan which according to google is equivalent to 9.92 Australian Dollar.
Pfff, China is getting ripped off, it's only 167.99 Argentine Pesos (Au $4.13)
they usually work out that this particular amount is what the average middle to lower class can afford of a certain country. It's not that they hate you, it's that they think you're rich in comparison to millions of Chinese gamers.
If you purchase Shadowkeep do you get Forsaken as well?
