Translate a Scanned Chinese Manual to English

If all we have is a product manual in Chinese and we need to convert it in English then what is the best way to do it?

This is the way I intend to do it. I don't have the manual with me yet.

Scan it in High res with an accurate Scanner. I have some very high end ones in my office.

Then feed it to an OCR program or OCR website. Which ones?

Then feed it to a translation site. Which one?

I would prefer to use free or cheap websites.

Using a translation site/ app/ program for a first cut is okay but you've really gotta have someone to proof read it. A manual written in broken English that requires a ton of imagination to understand doesn't provide a lot of confidence.
