What is the difference between the following?

Does the start kit include the smart bridge? Apparently, it looks like, but I am not sure as the product description is pretty vague.

Thoughts?

Yes the cheaper one includes the bridge and 2 screw on bulbs, whereas the more expensive one is just the bridge. So choose the one with the extra bulbs that costs lest :)
