You need to sign up through edu portal to receive edu voucher. If you sign up to the normal Samsung website the voucher can't be used in EDU portal. I had the same problem last time.
Thats correct. I used $50 vouchers on edu portal which I received by signing up on edu portal.

came with it for $140, claimed TRS and got back $38, so in the end paid $242.

I tried to use a $50 voucher today on a note 10 through edu. Didn't work, fine print in the email for the code said excluding all the various gov/edu etc portals
