nbn Upload Speed Slow for a Specific Device. Every Other Device in My House Has No Issues

Just got NBN FTTC 50/20. All of my other devices run perfectly. I've tested 4 phones and my laptop, all are within reasonable range of advertised speeds. Except for my main PC - the most expensive device in my home. Download speeds are fine, but upload ranges between 1-4mbps instead of the 15-18 on my other devices.

It's currently running Wifi, but even over ethernet, the problem prevailed. Chipset issue? Firewall? I tried a few solutions on Google search, but it was fruitless.

Relevant info: Router is a Netgear D7800 aka 4XS.
PC is running a Gigabyte z270n. Wifi card is Intel Dual Band Wireless-AC 8265 and ethernet is i219-V and i211
I believe the devices are up to date with drivers.
DNS is set to Google's 8. Tried automatic settings but nothing changed.
QoS disabled.
No VPN.

Not sure what to do here…

    Nevermind… It works now.
    I think one of my last actions was uninstalling Gigabyte cFos Speed. Not sure if that was the culprit because I quit it during my testing earlier and it had no effect.
