Do you want a NUC specifically or a mini-pc with I5 and Windows?
Is the size really an issue?
How about the power draw?
If you answered "no" for both questions, you might find that you are better served with the OzBargain special.
Just get an old/used Dell OptiPlex SFF HTPC. You can get them from the lowly Core i5-2500, all the way up to the Core i7-4790k, and do it cheaply too. And you can combine them with 8GB upto 32GB of DDR3 RAM. Whilst throwing in a dGPU such as the GTX 750 upto the GTX 1650-LP.
I recommend trying to build using the 9010-SFF, with the Core i7-3700 cpu, 16GB RAM, and a GTX 1050 Ti. That's still on the cheap side, but is impressive in performance. It's about the same size as a PS4, pretty quiet, and comes with Windows 10 Pro (either pre-loaded, or free upgrade with the OEM sticker).
If you want something a bit newer/better, there are TechFast deals. Though shipping is pretty slow at the moment, and their Tower PCs are usually large and power-thirsty. I doubt you want a smaller pc, like Android Boxes, Nvidia Shield TV or Single-Board PCs like the Raspberry Pi 4, or Udoo Bolt V8, or Latte-Panda Alpha.
