please suggest a table ipad or android as a gift to wife on her birthday.
Budget under 400.
She is using android as well as apple phone. She is on maternity break and like to watch movies and youtube in her free time.
Also, find me a bargain for your suggestion.

Under $400 doesn't leave you with too many options if you want new and current generation.
Cheapest current generation iPad retails for $529 (standard 32GB Wi-Fi model). You'd need to see a 24% discount to get it under $400 which is not going to happen any time soon.
That leaves you with Android. Samsung is generally the safest bet; JB have the Samsung Galaxy Tab A 128GB Wi-Fi model on sale right now for $399.
But if it really is just to watch movies, the Lenovo M series will do the trick.

As long as it has a warranty of some sort, I don't see why this would be a problem. The only thing is that it won't necessarily look "new"; there may be some cosmetic scratches or maybe not even a retail box. Not sure if your wife would care about that or not.
Android all the way!! TabA is great for this stuff.Cheaper and lower res screen means better battery, and screen ratios are more appropriate for movies and you tube.
I would go the iPad but you will need to pay more than $400. The screens are better, the apps are built for tablets, she can use her phone as a hotspot. There are a lot of applications on the Apple website, including a fair few freebies.
Gumtree. I got a new iPad Air 64gb 4G for $500 3 months ago, just sold it on eBay for $800. Picked up a 11 month old 11" iPad pro 64gb 4g for $835 with apple care plus and Apple smart folio case.
Plenty of bargains out there if you know what you are doing.

I’m usually pro android on everything but for tablets 500 bucks for the entry IPad is good value
You're not wrong but it's just such a pain in the arse having an Android and an iOS device. I know most Google apps work on iOS, maybe I'm just lazy.

There are a couple Lenovo Chromebook duet on gumtree for 400, if you're lucky.
You get a tablet with all the Android apps, and a real computer with a proper browser
