I am on a team that developed an exciting new pet app called Baxta (it is currently only available on the apple store, but android will be completed early next year). It is a one stop community for pet owners and not just the usual cats and dogs, we have everything from a snake to an alpaca.
Baxta has a social media style feed, free vet advice, an interactive pet friendly location and services finder plus much more!

Maybe you should treat it as a vet booking app, and send out info posters to vets in high income suburbs and promise the vets free support in using it for booking. Then switch to a paid model suddenly later when they are reliant on it.
