Would I Eligible for Citibank Credit Card Offer?

This is the current offer from Citibank . I have closed a credit card with them early this year . I don't see anything in the terms and conditions about not having a open credit card with them for 12 months prior to be eligible

Do you think i will be eligible?

Also if you know any better bonus points offers ATM let me know!
