  If using them for actual garbage, and if your time isn't worthless, I recommend Costco's Kirkland garbage bags.

  I don't know or care if they are cheapest, because they save me from having to clean vile garbage juice out my bins and off my floors several times a year, from leaks which even the strongest premium "tough" bags from supermarkets were prone to.

    That's what I keep telling people in my household. You save a few bucks, literally no more than $10 per year but having to spend 15 minutes washing the bins every weekend is very much not worth the savings.

  Listen to Agro. Doesn't need to be costco brand, but any tough bag is what you want. The cheap ones tear very easily. Whether it's garbage or your own clothes during a hasty move, you don't want them to tear.
