    I believe so.

    If you have a Philips Hue Dimmer Switch then you can pair this directly with the Hue Smart Plug. This provides simple on/off control, which may be all you need; note that the dimmer buttons don’t work here and neither do you get remote control.

  Would this control non smart downlights to make them smart with this switch? or does it have to be Hue lights?

    If you're running something like Home Assistant you can hook into the events generated from the switch to control any other smart devices, so if the lights had their own smart on/off, you can do it. But unless you want to tinker, just get the Hue lights.

      I have bought this dimmer for use with zigbee2mqtt. I also bought the IKEA dimmer. The Philips is still going strong and both and only 2 IKEA ones are dead and unable to pair.

    It can only be Hue products, OR pretty much anything via Homekit for Apple users (or Google Home I believe)

    You can get zigbee modules that you place in the downlight chain that will make them controllable via Hue.

      No. These dimmer switches can be reset and paired with whatever home automation system you have running, provided it's zigbee compliant.
