Small Insect on Many Garden Plants & Tree Banch's in Backyard - Help

Hey Guys,
Recently I've noticed this insect on many of my plants & tree stems throughout my backyard.. The insect looks like a tiny fly. Of most annoyance is night time when it appears attracted to light & because it is so tiny it can get through the holes in the fly screens on the windows.. Does anyone know what it is and, more importantly, how to get rid of it??

Location is Victoria. If that makes any difference

    Apart from the annoyance of the fly entering your home, why would you want to get rid of it?

      It seems to be damaging plants. That is the 2nd reason.. But primarily due to the insects in house at night time.

      They are ugly and there's a huge swarm of them on that branch. Whatever they are up to it can't be any good. And they look like spider food to me.

    Ladybirds eat them voraciously when their numbers get higher later in the season.

    If you choose treatment, systemic insecticide before the leaves emerge, as their eggs are left from last season. The alternative is to wait and the beneficial insects will sort them out. It can help to prevent ants climbing the tree trunk with lime, as ants farm aphids and thrips on trees. There are some organic onion and garlic deterrents you can spray and the white oils.

    I use soapy water, a couple of spoons of liquid soap in a litre of water and spray on.

    You can also use White oil, mix 1 cup of cooking oil and ¼ cup of dish washing liquid. Shake well. Dilute to a strength of one tablespoon per litre of water and spray on plants
