Im assuming you mean Zen 3 Ryzen 5000 series?
What kind of work does the non profit do? If they are just checking emails then just buy whatever you can get now. If they need a lot of CPU power wait until next week when the new CPUs are out.
I doubt you can find 1000-series new in box in australia, unless you were specifically looking to buy from secondary market.

not-for-profit isn't a computer use. build them according to what they'll be doing on the machine.

My gaming rig is also does not make me a profit. I'm happy with my Zen 2 3700x
You might pick up a deal from people offloading their gear to upgrade to Zen3 if you wait a few weeks.
Zen 5 is a while away.
Not sure if it would make that much difference now, they are most likely discontinued.
