    Probably because the 18650 battery is a no-name generic with a tiny capacity of 1200mah (maybe even less?). That's why they give you such a wide range between 2-4 hours.

    I'd also bet the charging is current limited and it might charge at less than 1 amp.

    Tough crowd.

    Using the 1200mah battery scenario over 4hrs, assuming 5 volts Equals 300ma draw per hour.
    5 *.3 = 1.5 watts! (Probably less as the battery would be around 4v or less).

    I'm guessing the battery is probably closer to 2400mah.

    Either way, it's either super efficient, does nothing, or my numbers are completely wrong.
