It's published by Microsoft Studios so I would assume it is a permanent part.
I'm not sure MS are on record for stating one way or another if 1st party games will remain indefinitely on Games Pass. But it's probably a pretty safe bet. Sunset overdrive is a 34 hour game to completionist level according to: https://howlongtobeat.com/game?id=21278
I can never get this game to download via game pass. It'll always stop at some point and never wants to resume.
