I will say that Team Sonic Racing Transformed on PS3 and Vita is a better game, but it's still an awesome racer.

    I found this review, both games on that cart:

    Both Sonic Mania and Team Sonic Racing are included on the cartridge, no vouchers or eshop codes. Sonic Mania is awesome, it provides a new experience while at the same time revisiting Genesis era stages. However, the Encore DLC is not included with this version, unlike the standalone Switch version. Team Sonic Racing is a lot of fun too but kind of a step back from the All Star Racing Transformed and kind of a hard sell with Crash Team Racing and Mario Kart 8 available too.

      yeah there's no region lock

      but if you want to buy digital stuff like DLC you need to make another USA based account
