I think this is free with Games with Gold, but I grabbed this when it was free on Microsoft Japan a couple of months back so haven't verified it myself.

  Thank you so much! Works great. You just get the Install this game on my devices with option to buy a "real" copy. Means you can play it full game only if you are signed in your account and with an active Gold or Pass subscription.

    No - I had to refresh to be able to install it on my devices (which I frequently have to do no idea why it's always the case with Microsoft stuff), but it's only FREE TO PLAY not to own.
