      builing a HTPC without external GPU power requirement ? I think those GPUs are not worth at the moment due to current prices.

  Your best bet is to watch the above sites and wait for something to come into stock. There are many people waiting for these cards too. Dont pay an absurd price, but be prepared to wait a long time. People are still eventually getting new cards, and selling their old cards, so the second hand market is strong.

  If I was AMD or Nvidia, and well aware of the price and demand, rather than selling cards to market weekly or when they come available, I'd probably delay and build up a bigger inventory to sell in bigger batches. America is the biggest market by far, so they'll get more attention and availability, compared to Australia. Asia is buying a tonne of these cards as bitmining is in a really good boom again.
  This way, sellers can maintain the top price they can be sold at and stay more constant for longer, giving lasting value/prices to the cards. They want to sell, and they know judging by those wait lists how long these cards lifespan will be.
