Yes USB ports are always drawing power. Obviously the more you plug in the more power.
Turn off your web cam for privacy. Turn off your hard drives to save power. Turn off your gaming controllers (works great if you want to turn off wired joysticks with rumble - yeah I know, I'm a dinosaur).

hmm what is the scenario/example of that? without a pc where can you load?
