My neighbour has asked me what kind of tree this is so they know how to trim it.

Brachychiton acerifolius or similar variant of the Malvaceae family.

That would be an axe tree as in use an axe to trim it out.
Yeah just use a saw or some kind of pruning tool should be alright on your neighbours tree.
It’s a tree, just chop off the branches you don’t want anymore
