What does it look like now? I’ve no idea if what you linked would make any difference because I don’t understand what you are trying to fix.
Replacing a metal thing with the same thing but rubber won’t help.

Paint offending stopper a bright colour
And paint a box around it on the ground.
@Thrift: I know what it does. What I dont know is what the rest of the gate looks like to recommend an alternative.
Painting it a bright colour is not the most effective method to reduce the risk. Elimination first: remove it if not necessary.
Substitution: replace with something that does the same job a different way.
Engineering: make something that prevents it being a trip hazard. Eg ramp up the surrounding area to reduce the height of it, build some sort of guard
Administration: tell everyone it’s there and not to trip on it. Works ok until you aren’t there.
PPE: paint it a bright colour.
