Shallothead on eBay Is Ignoring Messages and Not Providing Refund. Please Help!

I ordered a dell docking station on ebay and later found out this model won't meet the expectation.
I initially contacted the order who ignored the message. After it awaited in the local post office, it went back to the seller's warehouse (Alexandria).
Shallothead (seller) kept saying how he was going to process the refund multiple times (ebay messages), but he hasn't taken any action and ignoring my latest messages.
I paid through Paypal and they denied, closed my dispute. Ebay is saying because I lodged a dispute with Paypal already, they can't step in either.
It seems this seller is same seller as Futu Online, Shopping Express, and KS Computing. I know how they don't pick up even during the weekdays.

    On what grounds did PayPal deny the claim?

      Issue with my account. My account was limited and just because of that, they denied to take any action.
      The tracking provided on ebay clearly shows how it reached back to the seller's warehouse
      There was a while I had to make some claims about Ali Express for missing claims plus some sellers automatically cancelled the order just because I paid with Paypal and they didn't accept the payment.

    So a change of mind refund request.

    What is their change of mind refund policy?

      30 days after the buyer receives it" That's what it says on ebay of this item's description.

      Plus, he did mention a few times on the ebay message how he was going to process the refund.
      He's been saying the same thing for the past few weeks

    Tell the seller that you are willing to minus the expense of shipping it to you and the cost of shipping it back to them and they will reply.

      Bit of a low act to request a full refund, and expect the seller to have to lose 2x postage costs just because OP didn't do their research.

    Shallothead are dodgy. They sent me a faulty mobo once and I requested a refund through PayPal. They said they'd issue the refund after I sent the mobo back so they could test it. They found a fault with it and said they'd send it back to the manufacturer to repair it and then send it back to me. Consumer Law says that I'm entitled to a brand new replacement for an item that is broken out of the box. By this time, the PayPal dispute had lapsed and they were holding my mobo ransom, refusing to give me a new one. Eventually I had to go to ACCC or Fairtrade Australia or one of them (sorry, this was months ago and I can't remember) and they eventually gave me a brand new replacement. This took like 3+ months.

    Dodgy pricks.

    • How did you file Fairtrade? Don't you need sufficient information to lodge?
      Like his business contact details, etc?

      • Nothing went ahead in the end because I gave them a heads up that I was initiating action against them and they almost immediately caved upon hearing that news.

        Your case is much different though. I was 100% morally and legally in the right and yours is more ambiguous.

        The fact that you have in writing that they'll issue a refund may constitute a contractual obligation and it may be worth pursuing that course. But as others have said, you should absolutely cop all postage expenses and perhaps even more now that the brand new item is no longer brand new.
