Previously when purchasing eBay Plus items (items with the eBay plus badge), as an eBay plus member, it would offer free express shipping. But now it doesn't seem to do this. For example, this item: https://www.ebay.com.au/itm/402524139115 , shows the eBay plus badge but the express shipping is showing as $9.80.
Has eBay made a change that I am not aware of?

Also Aus Post no longer guarantees shipping times on Express Post so may not have the same value it once did.
This is a good thing (This means getting those ebay late shipping voucher codes $5 for FREE). Auspost stopped guarantee delivery ages ago may be in June/July last year

Only if your account is targeted, or either that you get a return shipping label like I keep getting for late parcels.

Thanks all for your replies. Now it shows free express shipping for me. I am not sure what went wrong before. Maybe there was a glitch or something.
That item is showing as free express delivery for me, they may have changed the postcodes for which express delivery is eligible and your postcode isn't included anymore.
You can test it by going into the "Postage & Payments" section of the listing and changing the postcode to test whether free express delivery is included. It's driven by the selection of postcodes they adopt to include based on the price of shipping.
