You have to spend $115 to get it to $100 after the $15 discount. I stocked up on Reflex paper, worked out at $4.25 a ream with free delivery which is OK.
Are you sure or are you guessing? I follow your logic but I would think that if you bought $99 worth of products you could not claim it, but if you spent $101 you would then be eligible to apply the code as per their terms and conditions. If that brings it under $100 again it shouldn't affect your right to claim the benefit.
@CheapSteve - Bad reading of info there. Get $15 off for every $100. So if you spend $100.00, you pay $85. If you spend $115, you pay $100. If you spend $199.99, you pay $184.99. If you spend $200, you pay $170
I read it the same way you guys did but when I placed my order at $100.20 the 15OFF did not deduct and bring it down to $85.20. It stayed at $100.20. So I increased the order to $115.20 and 15OFF worked and brought it down to $100.20.

Hmm, seems you are right. Somewhat ambiguous discount phrasing.
I didn't try it myself, that's why I asked if you were guessing. But I take your word for it. Someone should bring this to their attention though.
I have raised this issue with Staples and they have agreed that the system was wrong…below is their reply :

We have looked in to this issue and are amending the ordering steps on the website to reflect the discount when $100 is spent.
This should take affect within 24 hours, please try replacing your order and let us know if you still experience an issue with the order total.
