Ebike Recommendation: Cheap for Short Distances, Battery Removable, and Able to Fit Child Seat + Surfboard Rack

The bike will be mainly used to go to our local beach which is around 3km distance - it's not that we are lazy, it's just returning from intense exercise its quite tough on the body specially at our age. The route is pretty flat, almost no hills.

Requirements are:
- the terrain here is quite flat and the distance to the beach is not that great, so the idea is to get a budget bike
- battery removable, as there is no way to charge in the garage
- able to fit a child seat and a surfboard rack

I looked at:
- Reid Classic Vintage: I think the position of the battery at the back of the seat is not ideal for a child seat. The child seat would be too high
- Kogan Fortis: the only problem is that the battery is not removable
- Cells: same as the Reid, the battery behind the seat is not ideal
- NCM Venice: maybe the best bike, but a bit over my budget
- 99bikes: couldn't find a bike that fits the requirements

Did I get any of my comments wrong? What would you recommend?

    I can vouch for the NCM Venice.

    Personally I have the NCM Venice Plus and I am very happy with it. I was originally considering the Lietner Cross-X and Cell Ultimo E1. I decided against Lietner as their parts weren’t great for the price and the Cell Ultimo reviewed well, but I wanted better brakes/groupset.
