I have streamed Paramount plus on my IOS app over Air play without any issues.but recently it comes up with an error that says 5411 your content cannot be played due to licencing restrictions. has anyone experienced this?

It was Dora the Explorer my son wanted to watch and i tried a few more says the same thing, i can watch it fine on IOS devices just having trouble playing via apple TV. before i didn't have any issues on IOS device or Air Play, suddenly its coming up with this error.
I have had this problem and turning everything off and on again fixed it. I read somewhere about copyright protection on 4K content, cable compatibility, I don't know… somewhere suggested a restart because of this and it worked for me.
Edit: i.e. turning off Apple TV, Receiver (if you have one), and televisioin.
