Open-source software that lets you insert one image into another?

I run across this every so often. Someone wants to, say, merge an image with the photo of a person.

I don't want Adobe. I'm hoping for OSS.

Is there such a thing?

Photopea is practically an online version of photoshop. What makes it even more amazing is that it's written by one guy.

There is GIMP Or Krita or a bunch of other OSS graphics programs. I suggest you search "Open Source graphics program" and read up on the various apps for the OS you want to use (Linux, BSD, FreeBSD, OS9 etc).
