would these be comparable to a Yamaha cs40?
Nothing compares to the Yamaha C40. It's the original starter guitar for heaps of folks lol.
I have a 3/4 size Valencia TC-05 which I have had for the past 30+ years. Would this guitar from Artist be a step up or basically same as what I have now?
As a Yamaha C40//02 owner, seems like it, and the CL44 has a truss rod. The CL44 receives kudos from buyers.
Primary differences are the woods. At this price, I'd try the CL44 and see. If you don't like it, free return. I've always found Artist decent to deal with, and most of their own brand product I've bought punches above its price point.

Not sure what wood catalpa is but the top is quite decent if it's spruce.

Top: Laminated Spruce
Back and Sides: Laminated Catalpa
Catalpa is like a budget spruce, nice and light, nice bright sound. Probably not going to last a thousand years but it has become pretty popular these days (probably because it's native to the US).
Problem though is construction matters more than wood type (especially when talking laminated), if it's built like crap it'll sound like crap. Depends how much glue vs wood you're getting in the lamination too.

Boggles the mind how a guitar can be made, then packaged with a few bits and pieces, sent around the world all for 99 bucks.
I know it's not hand made or anything but like, those tuners must cost 50c each and the wood in the guitar like 5 bucks.
