Looking where to buy an inexpensive iPhone since my old one is refusing to dial for some reason.
Or if anyone here has a good second-hand one.
I'm looking to spend ~$150 for a 3GS and ~$250 for a 4 if preowned.

Unrealistic. 250 for a 3GS and 350-400 for a 4 would be more reasonable.
thats what happened to mine I went to the apple store and they fixed it.

If it's under warranty it will cost zero. If not, buy a new phone.
Its possible to get a 3GS for 150. I bought a 16gb model for $90. Good Condition everything works. Just keep an eye out!
You can definitly get one for that price. Just gotta watch gumtree. I got my 16GB 3GS over a year and half ago for $300 with 6 months warranty. Which was obviously the best price at the time
Just had a quick look on eBay, all the 3GS iPhone's in that price range were broken, damaged, or simply not working. You might get lucky with a freak buy but I really think you'll have to up your price if you don't want a completely hacked phone or one with glitches someone wants to offload cheap.
you wont get a 3gs for 150 or a 4 for 250.. you will however, get a 3g for 150ish maybe.
