I also had the same thing - wasn't even doing it to try and be sneaky, just for whatever reason all of my game downloads were failing and I had spent hours troubleshooting.

My interpretation is that it depends on whether Micro$oft thinks you will be willing to pay for long term subscription and how many times you took up the $1 deals. If you started paying or using coupon(s) for 3 months or more subscription(s), you lower your chance to get these in the future.
It will but I think have to wait for a few months before you can sign up again, I signed up a few times before.
Worked for me, and I had previously redeemed a $1 (albeit for 1 month instead). If they keep updating with a decent games list it's a service I will potentially renew once this three month period is up TBH.
