Correct they're QC 3.0 chargers and not USB PD chargers. So USB-A to USB-C or to Micro USB cable would be used.

Seems sketchy. At least with the 18W version, the model number does not appear on any official Xiaomi sources, only on some spam sites. The text on the product is all wonky and is not consistent with Xiaomi’s design language and aesthetics. I’d stay far, far away.
They were made by Xiaomi for use as the ANZ version Xiaomi phones charger

@sistermay: No. Both ends are smart enough to draw only what's needed. QC 3.0 requires a handshake and the cameras won't have the QC3 IC chip in them.

@HanaLF: Actually, don't worry, I think for 30W, even if I somehow ended up getting a new Xiaomi phone in the future, it will most likely support USB-C/PD so there is no need to get a spare 30W USB-A charger now.

Xiaomi phones capable of the 30W charging, like the Xiaomi Mi 11 for example will charge at 30W. All others with QC support will charge at 18W.

Short answer: no.
Long answer: USB-A port based, Android QuickCharge type chargers. USB-PD is not supported. While there are some devices that can convert QC to USB-PD, such devices generally cost more than an original Apple 18W charger.
