A great price for a great game! Steam currently has it on "special" for $22.49… better get it from Gamestop for almost half that price!
You can then activate the game on Steam using the product code.

This offer is for the US region only though… so you'd have to use some sort of VPN (and pay by credit card)…

  That's the GOTY edition and includes all DLC. Are you saying Gamersgate has it with all DLC for $10.96? Can't see where?

      I don't think so, on your link, that map is only the first "bullet point" of the GOTY, you'd be missing all the other DLCs:

  Is a VPN one of those services that gives you a US address and forwards mail to you?

  The shipping is going to end up expensive if so.

      A VPN is more like a service that will make you appear as if you where browsing from another country. Personally I'm using Astrill https://www.astrill.com/

  Doesn't seem to work with Paypal if your Paypal account is australian… works by paying with credit card though
