Can primogems buy new characters?, haven't played the game since it launched on the account of not wanting to buy characters.
no, its to roll for new character. 160 primo per roll with like a 0.05% chance to get them or whatever it was. Don't quote my numbers but its like 89 rolls or something for a guaranteed drop of a 5 star, 178 rolls for a guaranteed drop of a banner 5 star. During those rolls you may get a few 4 stars.
In each patch you can get up to like 3500 primos by playing (dailies, logging in, content quests, free primo codes like these etc). Once you've caught up on all the story quest, all you need is to play for around 10-15mins a day and you will save up alot of primos to roll for a character you want. Just don't roll on every single banner and only save up for the ones you really want to play.
Also as a f2p avoid rolling on the weapon banners, crafted and 4 star weapons are more than enough to clear all content except maybe the abyss trials which I haven't attempted yet.

There's a "soft pity" where the percentages spike around rolls ~75-80, but you can still hit the full 90 rolls if you're unlucky.

Every 10 rolls is a guaranteed 4 star item or character.

Weapon banner is a honey trap for the whales.
Of course 300 is like… 1.9 rolls out of up to the potential 180 required. Have fun with that…
Soft pity official starts at 74 pulls. If you fail to get a 5 star within 73 pulls, with every subsequent pull the chance of getting a 5 star will increase by 6%

On Standard Banner, You will get one (5* weapon + one 5* character) within 270 pulls.
If you get (two 5* character) in a row, your next 5* will be a weapon. The same if you get (two 5* weapons) in a row.
The same rule applys for 4* if you get all your 4 stars on pity every 30 pulls.
I have check tonight, but I think I got Diluc, Qiqi, Diluc in 30ish standard banner pulls.
