Which $2 Sim Cards Don't Require Recharge On Activation?

I used to port my number in and out all the time using free/$2 sim cards to take advantage of the various mobile provider deals.

Now it seems most if not all providers require a recharge or credit upon activation.

Are there any mobile providers they still allow sim activation without recharge?

  Last time I used Telstra it needed a recharge I believe. Can you confirm it works without recharge in recent times?

    Within the last month from memory.
    Just scroll down to the last option "recharge later/activate without recharge".
