Not 100% certain of expiry, but I would imagine its for one or two days only.
Steam is selling it for $44.99, so this is a great deal. GetGamesGo is a reputable store (bought from them several times, no issues whatsoever).
NOTE: The base game Sid Meier's Civilization V is required on Steam in order to play this DLC.

Just bought it from greenman gaming for $1 more than this deal…yay!
My friend purchased Civ 5 from GetGamesGo but they would only accept it if you had a UK billing address. She made one up, but the purchase was cancelled and her credit card got frozen because the bank thought someone had stolen her details.
I don't know if this is still an issue, but it might be worth going through Green Man Gaming for the extra $1 just in case.
