BELONG Data Giving -- This Number Is Not Eligible to Receive Data Gifts

Does anyone know what causes Belong to refuse data giving? Both are $80 SIMs purchased from Telstra for 2,000 points.

I've done it several times with those telstra Sims
No issues… Maybe system error? Wait a bit and try again..

  Best answer. Tried a few hours later and it worked. First time was about only 30 minutes after activating the receiving sim so possibly too soon.

  No, one mobile, one data. I was trying to send data quota from a data sim to a phone sim. The CIS says
  
  With your plan, you can gift [sic] your data, in 1 GB units, to another
