I get a $100 a month allowance for my Mobile phone. I currently own my phone outright (iPhone 12Pro ) but I can only claim the bill amount $65 pcm .
What is the best way to maximise a $100 a month phone plan?

As long as the bill is $100 or less, it's fine
Get an Apple Watch on a plan. $35 device repayments over two years should get you the latest larger size Apple Watch with cellular. Though you may need to pay for data plan for the Watch or pay for the ability to share data with the Watch esim.
Can you claim usage only or device repayments as well? If it’s the former, you can get the Voda $69 byo plan at the apple store and get a $1000 discount on an iPhone. Then sell the phone (either your current one or the new one). Still got $30 to play with for a wearable plan or whatever you want.
Jump on a $99 p/m plan that comes with a free phone or free gift card. Sell the phone, pocket the change, and you have a $99 plan that work pays for.
How strict are the terms of the allowance?
I'd add a tablet or smart watch to your plan, if possible. Or just get another phone and sell your existing one.
