I was looking into the used GPU market and stumbled across someone offering a TUF Gaming RTX 3070 for $580.
Is this a deal that I should take?

OK price for used 3070 but totally depends on the condition, which can be a gamble. Could have been used constantly for mining. YMMV.
prices have been steadily increasing on eBay. You could get a 3070 for low to mid $400's weeks ago and now they're hovering around $550ish.
why are prices going up again? All the crypto mining is over isn't it?
Because the lower price before was due to sellers thinking that new gen pricing will be much more competitive, so they have to decrease the price a lot. Also with the massive mining gpu dump make a huge amount of 2nd hand gpu supply -> price go down even more. But after the jack-up price of 7900xt/xtx and especially the 4080/90s series, people realize that they don't need to sell the 2nd hand gpu that low.
Used Tuf went for $530 inc shipping on ebay yesterday. Gaming Trios have gone for under $550 on FB marketplace.
Lower end 3070 models can be had for around 500.
