I think CHOICE did the same a decade ago, with the same conclusion. Some of the other brands (couldn't remember which) were on par or slightly worse. Some didn't even come close to the advertised standard.
Note some items are cheaper at Amazon - eg. 1L Ultra is $31.46 reduced at CC (+$10 delivery) and $22.47 at Amazon (and free delivery with Prime).
How about neutrogena zinc for the face? It’s the only one that seems to do the job properly for me at work.
The brand is very regularly on sale for half price at CW, Woolworths, Coles, Big W, etc (and their own site too)
Agreed, often can get better prices for sunscreen if you wait, but I used this for some sunnies today

We ran some experiments in my first year at university comparing effectiveness of different sunscreen brands. Turns out (at least in the lab) that Cancer Council was the most effective at blocking UVA and UVB. UVC doesn't matter as much as the ozone layer already blocks most of it. It's the only brand I'll buy now.
