I got the Dell 3060ti as well from this seller (couple months back when it's only $450 with eBay coupon)the cooler is actually surprisingly pretty good. It definitely runs cooler than my previous 2 fan gigabyte RTX2060.

Warranty is the only questionable area. Seller told me they give 1 year warranty but I am skeptical with the logistics of it so fingers crossed I won't need it.

It's not a huge upgrade, only an incremental one While the performance gains are small you do get better power efficiency and new features.
I would personally not bother with the 60-series and possibly look at either 70-series or 80-series, although the deals for these have mostly dried up.
