Update! I sent an email and they said that "we will be re-opening memberships very soon"! They also said to put your details down on the entry form if you haven't yet.

I got an invite from Target Circle, but in order to join, I had to allow them to sell all of my data to whoever they chose and allow those buyers to spam me into eternity.
