No they're not, the 'compatible' brush heads simply aren't of the same quality, and at $1 a brush head, I don't expect them to be either.
The genuine Oral-B brush heads are a no-brainer at this price.

Agree wholeheartedly - this is an area that's not worth cheaping out on whatsoever seeing as we don't have dental covered here.
