Not often. Given it's a lifetime license and you never have to pay for version upgrades there is not much incentive for them to offer deep discounts.
IIRC they have black Friday specials, so that's only about a month away, but I'm not sure if they applies to the base software itself.
There is like 3 tiers and the upgrade options are pretty reasonable so if you buy the cheapest one and decide you want more features it's a pretty painless upgrade. And there are always deals on VSTs and sample packs including a ton of free ones so there are plenty of options for the
cheapskatebargain hunter to expand their options.Not sure if they changed it, but they used to offer a discount on your bday. So just set your bday in a few days on your account and then get a discount.

Ableton Live is a fair bit better. I own both FL Studio and Live. It is pretty expensive though, but does have a long trial period.
Give it a go first before buying, there's the free trial but keep in mind you can't actually save project files.
