Odd Pop-up, Supposedly Realted to Adobe Cloud but No Programs Are Adobe?

So the backstory is this pop-up:

I uninstalled Adobe Reader after trying the repair. I then ran sfc/chkdsk- found & fixed— then ran DISM to doublecheck. I ran repair on every C++ entry in programs & features. I stopped startup up of ANY Adobe (task manager, too).

How do I stop this BuLSH&T?

    EDIT - seems like I was too quick on this, guessing your message in title on what you've done is likely in reference to the above.

      I've done the control panel "repair" of all of the c++ entries, too.

      Everything else points to doing reg fixes which are so fraut will peril, I don't want to bother. They need a new install, but may be moving states + retiring and no longer need the previous.

      I honestly despise searching for an issue & finding it from 4 decades ago, never fixed. Yet M$ makes a big deal out of coloured folders?

    Might be a case of installing the Adobe Creative Cloud App and turning off the startup at login then uninstall it, but there are a few methods mentioned below

      Yes, uninstalled everything Adobe + ran through services, task manager, and scheduled tasks. This isn't my PC, it's someone I know. There's also other oddities in it (like duplicate docs/music/pictures folders in both profiles).

      I might try a system restore point & then the Adobe cleaner.

    Downloaded the Adobe fixit. Made a "create a backup" via system restore. Fixed the issue.
