I used Google pay and just added my 28 degrees card to it and made my address a random place in India. Along with the VPN, That fixed the payment method and allowed me to purchase in INR.
Didn't work when updating an existing card's location in Google pay unfortunately

Couldn't find an Indian VPN which worked but found that using Ukraine on NordVPN comes up as $20. If that's USD then it works out at around $31.40 AUD.

Yes to all your questions. I used "VPN India" that I got from Mobilism. It wasn't smooth, but went through after changing my google payment address to a random Indian address
