Finding The Best SIM for a Rural Victoria Data Only Plan

Trying to help out a friend in the Victorian Wimmera Mallee not waste his money on data for a hotspot. He's on Telstra and paying $12 for 3GB (better value at higher amounts I know, but the lack of value overall is insane).

Being rural, there's just Telstra and Optus only as far as I know. Just seeing if anyone in the area or travellers have any recommendations.

If comes to it, I'll get another SIM on my Optus account, send it to him and share my data plan.

  how much data does he actually use/need? you mentioned "hotspot" so i assumed he used the data on other devices as well.

  Is he in the Northern Grampians or Horsham? I'm seeing plenty of Vodafone 4G there
