Would anyone know a good place near ballarat or Melbourne that repair iPad 2 screens?

Just do it yourself. Do try convincing an Apple store to replace it that sometimes works.

My bro fixed the new iPad screen shuttered by mom. Get a repair kit from eBay and a hair dryer will do the trick. The process would take an hour for a newbie.
Or go to the shopping center iphone/ipad case Kiosk, normally they can do it for you on spot?

These guys are really good. You can drop it off at their workshop and they'll have it back to you that day.

Highly recommended, they did a great job on my iPad screen with a 6 month warranty!
