Maybe the OP set up using a USA account as I note the message was from Amazon.com (not .au) and that there is a CyberGhost VPN logo on his device

Instead of whinging about it, you should have Googled.
Connect the iPad to a computer and put it in DFU mode: https://help.ifixit.com/article/108-dfu-restore
Restore it, and set it up with a new Apple ID.
Note: this will not work if you turned on ‘Find My’ protection, as you need the password for that.

It's not that, they relied on you having 1 or more apple device. There was a time where they did 2fa and you couldn't do it without another apple device. If you had been out of the apple ecosystem and jumped back in, major pita.
Now they have SMS.
Took me hours to reclaim my account, even with the right password.
Anything account related is a major pita to get resolved.
I don't even have the old phone number attached to that account so SMS wont even work.
I have 2 non functional IPADs because of their ecosystem.
Glad I cab get this to work on my Google devices though, that's all that matters. Mission completed.
