    Considering it's digital distribution, the only thing here would be 'we want to advertise a bit by having a sale'. Except it's not advertising at all if the thing barely lasts any time before people hear about it. It's not like a clearance sale either selling stock below cost price considering the cost to store the keys would be so small as to not even have an effect on it.

    That, and the fact that it was 2k games themselves that had the sale.
