On my Ecovacs you can.

Yes you can - or at least, ours works fine but has never had an internet connection
Maybe it needs an internet connection so someone can remotely drive it via camera.
You can, and it even has all the mapping data + no go zones when it's offline.
You just can't edit the map or select what sort of job to do as the button just starts it's default cleaning job.
